Hmmm...I'm not sure.  If I had to guess I'd say it was perhaps some type of reflective tape that would show up during a flash photo but not in a light "painted" photo.  It's obviously something that the people on that side were either wearing or holding.  They are all either Kodak employees or retirees, and they were holding photographs of either themselves or a family member who worked at Kodak.  Maybe the photo paper is somehow reflective?
