I don't know why we bother saving humans like that, sure hope they catch them before they hurt someone else.

While I am not sure whether any/many will approve of The Joan of Arc Solution, I DO think the time has come to for such people - anywhere! - to be named, shamed and made to stand up before their communities to receive their punishments. In Ireland, the judiciary is a complete joke when it comes to animal cruelty. Fines are nothing more than pocket money. And in general, the people favour huge fines, long sentences.
