The resources being wasted persecuting this guy need to be used to find and prosecute those who HURT, not those who HELP...

Things like this might be why on another story someone left that injured bird out there for three days before getting help.  secret2

Both of you are correct.  The old touch it and you own it thing.  The way the laws are written, I would be afraid to render assistance, which is a very sad commentary on our times.
