I just found pictures of this falcon on a photography website. This falcon is in niagara falls. the band is pretty clear.

Hey Nan - It's an all black band, so it's a Canadian 1st year Falcon.  Hmmmm, yellow tape over the USFW band.  Have to do some searching when I get home.  Thanks for posting.

Hmmm...that's one of ours for sure.  We put colored tape on one leg during the banding so we can track them when they fledge.  

I asked BigFrank and he thinks it's a juvie from 2007 as he saw the photo back when it was first posted, he will try to find out who it is!

After checking my Rhea Mae and Tiago banding day pictures I can only tell you that it's not one of their young ones.  I am pretty sure it's a female.
