The way I read it, they will choose winners at the top of the odd hour (i.e. 1 AM, 3 AM, etc.). So the time to give is in the hour preceding it. (12:00-12:59 AM, 2:00-2:59 AM, etc.). If you want to stay up until 1 AM to give, that's fine, but I don't think it will help your chances of winning. You'd have to wait until 2 AM to get another chance.

I have tried to donate,but it's impossible to donate from abroad.The problem is when I have to fill in my address.That has to be in the US.
