Just saw this entry on the Library of Congress blog -- a hawk with an intellectual bent --

Hopefully it wont drop any white out on important documents thus changing the course of history!  scared blue For future reference...if anyone ever runs into this problem...open some doors/windows and leave them that way(if its an option..abit tough when its 0f) In general the bird will find its own way out. Of course if there is a food source they may just stay for awhile. Stayed in a lovely motel that a hawk coulda lived in for a few weeks feeding off of mice. It does appear to be a Coopers Hawk.

And here's a follow-up -- the Cooper's hawk is still flying around inside the Library of Congress
