I think that was a Bat Falcon seen at the Panama Canal. Someone on BCAW saw it there in June and posted a pic of it.

I enjoy that webcam and had thought the bat falcon from earlier years was gone, but when I saw it, I thought I'd better save the pic till I could figure out how to send it on. It's a real beauty of a falcon. It was on the cam for a very long time. I haven't seen it since then.
