What kind of hawk is this?

My brother in law Gary took this pic a few minutes ago. It's always in his parking lot at work. He wants to know what it is! Thanks.

Looks like a Red-tail Hawk to me, but I could be wrong.

I agree-clear chest-dark spotted belly band...can't see the tail or eyes to determine age...

I remember Siobhan giving us that as an ID tip a few years ago (anyone ever hear from her?) ...if it looks like a white football sitting on a pole, it's a red-tail.
