This jerk, instead of doing this to a family trying to do its best, should have interceded for the bird.  It could have been a moment to give them useful information rather than infuriating and scaring them

The agent knew the citation had been cancelled, but a "clerical error" caused her to enlist the help of a trooper, drive to the subject's home, and serve the (cancelled) citation?  Hooey!
