I think they are burrowing owls. They take over burrows made by other critters, like ground squirrels. They are very tiny, too.

My dog I had when I was a child, a poodle, used to do that as a last resort, when no one in the house would play ball with her. She'd always beat the ball down the full flight of stairs and catch it on its last bounce, then up she'd go again.
