* WINDS... WEST 20 TO 30 MPH.
* WIND CHILL VALUES... AS LOW AS 20 BELOW.
* IMPACTS... A QUICK BURST OF HEAVY SNOW AROUND DAYBREAK WILL GIVE WAY TO PERSISTENT LIGHT TO MODERATE LAKE EFFECT SNOW.
