I would say it's some event happening at the Blue Cross Arena, but not at 4:30 in the morning. Maybe the security guards at the Blue Cross Arena wanted to freak the security guards at the library out, so they put on a special light show just for them.
Or perhaps one of the homeless people who take shelter in the aqueduct has found the switch.
